EMAC and the National Guard CourseCourse Title:
The National Guard and EMAC

Course Description:
The National Guard, a critically requested resource across the United States in times of emergencies and disasters, deploys through EMAC in State Active Duty and Title 32. This course provides an overview of the EMAC Process, EMAC law, National Guard responsibilities throughout the EMAC Process, as well as insight into the unique aspects between State Emergency Management Agencies, EMAC, and the National Guard.

Target Audience:
National Guard Commanders, Operations, Staff, Logisticians, other members of the National Guard, and State Emergency Management Agency personnel.

Successful Course Completion Criteria:
Learners must complete all course modules, learning checks, and pass the assessment with a minimum score of 70% to successfully complete the course, receive CEUs, and a certificate of completion.

Learning Outcomes:
Upon successful completion of this course, the learner will be able to:

  • Explain the benefits of EMAC and the EMAC Articles
  • Recognize the roles and responsibilities with EMAC's governance structure
  • Identify the Operational Components that support the Emergency Management Assistance Compact
  • Discuss the best practices for preparing for disaster operations in conjunction with the state emergency management system
  • Recognize the EMAC roles and responsibilities within the disaster environment
  • Demonstrate an understanding of the Pre-Event Preparation, Activation, Request & Offer, and Response Phases of the EMAC Process
  • Discuss the value of developing and maintaining Mission Ready Packages (MRPs)
  • Discuss ways of collaborating with your State Emergency Management Agency (EMA) including specific training and exercises
  • Identify the essential elements within the EMAC Reimbursement Phase such as what is eligible and ineligible for reimbursement
  • Describe Command and Control responsibilities for the reimbursement phase
  • Describe the key concepts for accomplishing the EMAC reimbursement process
  • Identify the various responsibilities for a successful National Guard EMAC mission and environment
  • Describe the various responsibilities associated with different roles within EMAC roles
  • Identify valuable training, exercises, and actions that will aid you during emergency or disaster situations
  • Use best practices for reimbursement and completion of the EMAC process

Prerequisites: None

Teaching Methodology: Blended approach incorporating visual, auditory, and kinesthetic activities.

Assessment: The assessment consists of 15 questions.

Amount of Contact Time (in hours) needed to effectively complete this course: This course is expected to take the average learner 1.5 - 2 hours to complete.
